Finnish State Income Tax Scale for 2026
The 2026 state scale starts at the first euro of taxable income. Parliament adopted these brackets for 2026, applied to net earned income after contributions and the €750 expenses deduction:
| From | To | Rate |
|---|---|---|
| €0 | €22,000 | 12.64% |
| €22,000 | €32,600 | 19.00% |
| €32,600 | €40,100 | 30.25% |
| €40,100 | €52,100 | 33.25% |
| €52,100 | and above | 37.50% |
The top marginal rate came down for 2026, so the highest bracket is now 37.5%. The work income tax credit (työtulovähennys) then cancels much of this state tax for ordinary earners. Municipal tax, by contrast, is a flat percentage set by your home municipality, and it is charged on income after the basic allowance rather than on the scale above.
Work Income Tax Credit and Basic Allowance
The työtulovähennys is 18% of your wages, capped at €3,430. From €35,000 of net earned income it falls by 2% of the excess, but the fall stops at €50,550, so nobody's credit drops below €3,119. It comes off state tax first; anything left over reduces municipal tax, church tax and the health care contribution.
The basic allowance (perusvähennys) works only in municipal tax. It is €4,265 at most and shrinks by 18% of income above that, so it is gone at about €27,959.
Employee Contributions in 2026
| Contribution | Rate | On 48,000 euros |
|---|---|---|
| Earnings related pension (TyEL) | 7.30% | €3,504 |
| Unemployment insurance | 0.89% | €427.20 |
| Daily allowance contribution | 0.88% | €422.40 |
| Health care contribution | 1.10% | €476.51 |
The TyEL rate is now the same at every age; the higher share once paid by people aged 53 to 62 is gone. The daily allowance contribution applies only when wages reach €17,255 a year. Pension and unemployment contributions are deductible, which is why they lower the tax lines too.
Worked Example on 48,000 Euros
- Net earned income: €48,000 − €3,504 − €427.20 − €750 = €43,318.80
- State tax on the scale: €8,133.80, less the work income credit €3,263.62 = €4,870.18
- Municipal tax: €43,318.80 × 7.60% = €3,292.23
- Health care contribution €476.51, daily allowance contribution €422.40, Yle tax €160
- Net pay: €34,847.49 a year, €2,903.96 a month
Deductions take 27.4% of gross. The basic allowance is zero at this income.

Taxable Pay and Tax Free Benefits
- Taxed: salary, overtime, holiday pay and the holiday bonus (lomaraha), bonuses and benefits in kind such as a car or meal benefit at Vero's values.
- Not taxed: employer paid occupational health care and per diems for work trips at Vero's rates.
- Changed for 2026: trade union membership fees are no longer deductible, and the home office deduction now applies only to income other than wages. Unemployment fund fees remain deductible.
Monthly Pay and the Holiday Bonus
Your employer withholds tax with the percentage on your tax card, so the monthly figure here, €2,903.96, is a yearly average. Many collective agreements add a holiday bonus, often paid in early summer. It is taxed at your tax card rate and is not in the calculator, so enter it in the gross figure if you get one.
