Quebec Runs Its Own Tax System
In every other province CRA collects provincial tax along with federal tax. Quebec is different:
- Revenu Québec administers Quebec income tax, with its own return (the TP-1) filed alongside the federal T1.
- Employers withhold two income taxes, one for Ottawa and one for Quebec, using separate tables.
- Quebec workers contribute to the Quebec Pension Plan (QPP, or RRQ in French) instead of CPP.
- Parental benefits come from the Quebec Parental Insurance Plan (QPIP, or RQAP), so the EI premium is lower.
- Federal tax is cut by a 16.5% abatement, because Quebec funds some programs that Ottawa pays for elsewhere.
Quebec Income Tax Brackets 2026
| Taxable income | Quebec rate |
|---|---|
| Up to $54,345 | 14% |
| $54,345 to $108,680 | 19% |
| $108,680 to $132,245 | 24% |
| Over $132,245 | 25.75% |
Finances Québec indexed the thresholds by 2.05% for 2026; the rates did not change. The Quebec basic personal amount is $18,952, credited at 14%. Employees also deduct 6% of their work income, up to $1,450, through the deduction for workers.
QPP, QPIP and Quebec EI Rates
| Contribution | Employee rate | Maximum a year |
|---|---|---|
| QPP (base and first additional) | 6.3% | $4,479.30 |
| QPP2 | 4% | $416 |
| QPIP | 0.43% | $442.90 |
| EI, Quebec rate | 1.3% | $895.70 |
QPP costs more than CPP (6.3% against 5.95%), but the lower EI rate and QPIP largely offset it. QPIP covers pay up to $103,000, well beyond the EI ceiling. In return, Quebec parents claim maternity, paternity and parental benefits from QPIP rather than from EI, while job loss benefits still come from EI.
Worked Example: $70,000 in Quebec
- QPP: 6.3% of $66,500 = $4,189.50. The 1% enhanced part is deducted, so federal taxable income is $69,335.
- Federal tax before abatement: $7,235.29. The 16.5% abatement removes $1,193.82, leaving $6,041.47.
- Quebec taxable income after the $1,450 deduction for workers: $67,885. Quebec tax after the basic personal amount credit: $7,527.62.

Quebec Assumptions and Sources
- Single employee, full year, salary only, with only the basic personal amount claimed on each return.
- The Quebec return gives no credit for QPP, QPIP or EI premiums; the calculator follows that rule.
- Refundable Quebec credits such as the solidarity credit and the work premium are left out.
- The 1% Health Services Fund contribution applies to income other than employment income, so it does not affect a salary.
