Ethiopia 2026: employment income tax under Proclamation No. 1395/2025, 0% to 2,000 birr a month, then 15%, 20%, 25%, 30% and 35% above 14,000. Private sector pension 7% from the employee, not deducted before tax. Twelve equal months, one employer, no taxable allowances beyond the salary.

This gross to net calculator for Ethiopia shows what an employee keeps from a monthly salary in birr once employment income tax and the pension contribution are withheld. It uses the schedule introduced by the Income Tax (Amendment) Proclamation No. 1395/2025, which raised the tax free amount to ETB 2,000 a month and reduced the number of bands to six.

With a gross salary of ETB 10,000 a month, income tax is ETB 1,650 and the 7% pension is ETB 700, so net pay is ETB 7,650. Over a year that is ETB 91,800 from ETB 120,000.

How employment income tax is withheld in Ethiopia

Ethiopian payroll is monthly. The employer applies the progressive schedule to the month's taxable salary and pays the tax to the tax authority (the Ministry of Revenues for federal employers, regional revenue bureaus elsewhere). The pension contribution is calculated on the same salary but is not subtracted before the tax is worked out, so tax is charged on the full gross.

Net pay = gross salary − employment income tax − employee pension (7%)

Under the earlier Proclamation No. 979/2016 the exempt amount was only 600 birr a month, so the 2025 change mainly helps lower and middle earners. The top rate of 35% still applies above ETB 14,000.

Add the pension of ETB 700 and the total withheld is ETB 2,350, 23.5% of gross. The employer also pays 11% into the pension fund (ETB 1,100), which does not reduce your net pay.

Pension contributions for private sector workers

Under the Private Organization Employees' Pension Proclamation No. 1268/2022, a permanent employee contributes 7% of basic salary and the employer 11%. The money goes to the Private Organization Employees' Social Security Agency. Civil servants are covered by a separate public scheme.

Untick the pension box for a contract or worker outside the scheme. At ETB 10,000, net pay would then be ETB 8,350.

Taxable and tax free parts of pay

  • Taxable: basic salary, overtime, bonuses, commission, and most allowances, including housing and fuel allowances paid in cash.
  • Exempt within limits: transport allowance and hardship or per diem allowances up to amounts set by directive, and medical expenses paid by the employer.
  • Not covered here: pay from a second employer, rental income and business income.

Monthly pay in Addis Ababa and the regions

The schedule is federal, so a salary paid in Addis Ababa, Dire Dawa, Bahir Dar or Hawassa is taxed at the same rates. Salaries are normally paid once a month and there is no statutory 13th month. Enter a yearly figure if your contract states one; the calculator spreads it across twelve months.

Assumptions and limits for Ethiopia

  • One employer, the same salary every month, all of it taxable.
  • Pension on the full salary, as if it were all basic pay; allowances outside basic salary would lower the pension slightly.
  • The calculator uses the published band table; the Ministry of Revenues website could not be checked automatically, and the table matches the summaries published by several advisory firms.
