What Changed in 2026
From 2019 to 2025, monthly pay up to ₼8,000 in the private non-oil sector was free of income tax. That relief ended on 31 December 2025. The State Tax Service set a phased schedule instead:
- 2026: 3% on monthly income up to ₼2,500
- 2027: 5% on the same band
- 2028 onwards: 7%
The 10% band from ₼2,500 to ₼8,000 and 14% above stay fixed. Medical insurance was cut at the same time for pay between ₼2,500 and ₼8,000.
Income Tax Rates by Sector for 2026
| Monthly income | Private non-oil sector | Oil, gas and state sector |
|---|---|---|
| Up to ₼2,500 | 3% (first ₼200 free) | 14% (first ₼200 free) |
| ₼2,500 to ₼8,000 | ₼75 + 10% above ₼2,500 | ₼350 + 25% above ₼2,500 |
| Above ₼8,000 | ₼625 + 14% above ₼8,000 | ₼350 + 25% above ₼2,500 |
The ₼200 relief applies only when monthly pay is ₼2,500 or less. Above that the band formula takes over from the first manat.
Social, Unemployment and Medical Insurance
| Contribution (employee share) | Private non-oil sector | Oil, gas and state sector |
|---|---|---|
| Social insurance (DSMF) | 3% of the first ₼200, 10% above | 3% of gross |
| Unemployment insurance | 0.5% | 0.5% |
| Compulsory medical insurance | 2% to ₼2,500, 0.5% above | 2% to ₼8,000, 0.5% above |
The employer pays its own social and medical shares on top. Employee contributions do not lower the income tax base.
Worked Example on ₼1,200 a Month
A private sector employee earning ₼1,200 gross:
- Income tax: (₼1,200 − ₼200) × 3% = ₼30
- DSMF: ₼6 on the first ₼200 plus 10% of ₼1,000 = ₼106
- Unemployment insurance: ₼6
- Medical insurance: 2% = ₼24
- Net: ₼1,034 a month
The same salary at a state body or an oil company nets ₼994, because income tax is 14% there even though DSMF is lower.
Net Salary Table for Both Sectors
| Gross a month | Net, private non-oil | Net, oil, gas or state | Share deducted (private) |
|---|---|---|---|
| ₼400 | ₼358 | ₼350 | 10.5% |
| ₼800 | ₼696 | ₼672 | 13.0% |
| ₼1,200 | ₼1,034 | ₼994 | 13.8% |
| ₼2,500 | ₼2,132.50 | ₼2,040.50 | 14.7% |
| ₼5,000 | ₼4,101.50 | ₼3,750 | 18.0% |
| ₼10,000 | ₼7,971.50 | ₼7,255 | 20.3% |
The gap is widest in the middle. At ₼5,000 the private sector worker keeps ₼4,101.50 against ₼3,750 in the state sector.
What Is Taxed and What Is Not
- Taxed: salary, bonuses, overtime and most allowances paid by the employer.
- Not taxed: statutory benefits such as state pensions and some social payments, and travel per diems within the official limits.
- Annual leave pay and bonuses are taxed in the month paid using the same monthly bands, so a large bonus month can reach the 10% band.
Paydays, Bonuses and the 2027 Step Up
Salaries in Azerbaijan are paid monthly and every deduction is worked on that month alone. There is no running yearly total as in Turkey, so a bonus is taxed only in the month it is paid. A ₼1,500 bonus on top of ₼1,200 makes a ₼2,700 month, which crosses ₼2,500: income tax that month is ₼95 instead of ₼30, and the ₼200 relief is lost for that month.
The schedule is already fixed for the next two years. With the first band at 5% in 2027, the income tax on ₼1,200 would be ₼50 a month, and at 7% from 2028 it would be ₼70. Social and medical insurance rates are not part of that phasing.
Assumptions and Limits
- Same gross every month, one employer, a resident employee on a labour contract.
- The sector switch is either the private non-oil sector or the oil, gas and state sector; mixed cases follow the employer's status.
- Other personal reliefs (for example for war veterans or parents of disabled children) are not applied.
- Figures are for 2026; the first band rises to 5% in 2027.

Frequently Asked Questions
Is salary in the private sector still tax free in Azerbaijan?
No. The exemption up to ₼8,000 ended in 2025. In 2026 private non-oil employees pay 3% on monthly income up to ₼2,500, 10% to ₼8,000 and 14% above.
What does DSMF stand for?

In the private non-oil sector, ₼24 of income tax, with net pay of ₼865 after all contributions.
Does the ₼200 tax free amount apply to everyone?
Only when monthly income is ₼2,500 or less. Above that the ₼200 relief falls away.
Will the tax rise in 2027?
Yes. The first band goes from 3% to 5% in 2027 and to 7% from 2028, so the same gross will net a little less each year.
